Governor Denies Parole To Killer Of Two

(AP) SACRAMENTO Governor Arnold Schwarzenegger has denied parole to a man who killed two UC Davis students in 1980.

The parole board wanted to release Daniel Wehner to Roseville. But Schwarzenegger says the 52-year-old killer was too dangerous.

Wehner forced his way into the apartment of his ex-girlfriend and shot her and a man who was trying to protect her.

The article is a little short on details but it raises an interesting question: is the purpose of prison punishment or rehabilitation? And has the American legal system given up on rehabilitation given the number of people in it's jails. A number greater than any other country if IIRC.

Ipersonally feel the system has given up on many of these people. Rehabilitation programs never seem to gain the funding or attention (my personal feelings) necessary to perform the function. The pervading mentality is also to put these people away for good, a sort of outta sight, outta mind way of thinking that harms the incarcerated who may actually be helped. Granted there are some real monsters who deserve nothing more than to be locked in a hole, but there are also many who would benefit from a rehabilitation effort.
